Palms is lousy with apartments, though I've never thought of them as particularly crappy. Both the buildings have recently had a bunch of work done, new paint, new fencing, and as a finishing touch, new signage.

Definitely a hilarious comment on crappy apartments with wishful names. Or perhaps it's a much funnier joke to those driving by, rather than those who live there.
