While the rest of the world champions a new life for Amanda Bynes, one person isn't so happy with her recent doings: the L.A. City Attorney. TMZ reports that the troubled actress reached a financial settlement with two of the victims of her hit-and-runs, rather than have the cases go to court. After those agreements, Bynes' attorneys went to the judge and asked that the criminal charges be thrown out.

They must be expensive attorneys, because the judge agreed to it. Now, the gossip site notes that the City Attorney is "infuriated" by the decision, given the fact that Bynes has a DUI on her record and might pose a danger to the public.

This year, Bynes has been accused of a hit-and-run back in May and another in August, been kicked out of a spin class for acting weird, sideswiped a police car, and tweeted the president to help bail her out of all her misfortunes.
