Another strong winter storm system is arriving in Southern California, again bringing the possibility of flooding, damaging winds and debris flows in recent wildfire burn zones.
National Weather Service forecasters predict the heavier rain will start Thursday, when the coasts and valleys could get 1 to 2 1/2 inches and mountain and valley communities may see up to 4 inches.
"Due to the subtropical nature of this moisture plume, snow levels are expected to rise significantly Wednesday into Thursday, bringing an increased threat of snow melt," NWS officials said.
A mandatory evacuation has been issued for the Holy Burn area.
Flood and flash flood watches have been issued in Ventura and in the Woolsey/Hill Burn areas.
Los Angeles County officials also reminded unsheltered residents that emergency shelters are open, with free rides available for those who needs a dry place to spend the night.
