The AQMD’S “Fleet Rules,” adopted in the years 2000 and 2001, required that public agencies and their private contractors buy the cleanest vehicles available when replacing or buying vehicles. Larry Mantle talks about the decision with AQMD attorney Kurt Weise, and Greg McClintock, General Counsel for the Western States Petroleum Association.
