The US, Monaco and Australia are the only developed nations that failed to sign onto the Kyoto Protocols, an international agreement to cut greenhouse gases. Governor Schwarzenegger announced Wednesday that, to some measure, he would bring the State of California on board, by cutting greenhouse emissions by 80 percent over the next 50 years.
