after almost a year of discussion my bf and i finally started a garden in our back yard. in so cal it's a shame not to if you have the space. it has been ridiculously easy to grow everything (except our arugula which was taken by worms). we have effortlessly been growing green beans, okra, tomatoes, squash, bell peppers, basil, rosemary, and sage. confession: we have not been adhering to the new watering laws. but this is sustenance, i'm not talking about flowers or grass...
If the whole city were to urban farm, it wouldn't necessarily solve our water woes, but it's an interesting thought for discussion. In any case, a broader conversation about sustenance seems like it could easily go hand in hand with expanding upon the five cisterns built by TreePeople and the LADWP.

I think the bigger thing the city is looking for is to make sure sprinklers are only used Mon/Thur during hours which most of the water isn't evaporating. Of course they want to make sure that your water isn't all running off onto the sidewalk/driveway either. Otherwise they're just looking for a reduction in your water usage, which you can do with your showers, dishwashing, laundry etc. If you have the can, do stuff like saving the water you normally send down the drain while the shower is heating up, for the garden. Turn off the shower while lathering and all that good stuff too. Gardening and saving water aren't exclusive of one another.
The concern is that a law designed to curb wasteful use may be used to punish the urban farmer. I think the mayor and police need to address this. Will they be citing people who (relatively) use a lot of water for growing food? I certainly hope not.
One thing that is gaining huge popularity amongst gardeners in the know: Rain Harvesting.
One inch of rain = an easy 1000 gallons off a single dwelling roof. The systems need not be expensive - food grade barrels from restaurants/beverage distributors can easily be fashioned into linked systems.
The kind of thing even treehugger hating, yet thrifty bastard landlords can perhaps be persuaded into. (Obviously appealing to their thrifty bastard side, saying you don't really care for those damn treehuggers either.)
OMG!!!!That is exactly what I am looking for!!
I wish can have them all!
