Back in February, the Catalina Island Conservancy's podcast, Isla Earth talked about the plant:

I think it's ridiculous that Angelenos have been so resistant to this, but they don't seem to notice that when they go to Disneyland, or Angel's Stadium, they are drinking the water they think they're too good for. Even if you don't drink tap, what do you think was used to wash the dishes?

I don't understand why we wouldn't desalinate the ocean before turning to this solution. Crazy.
Desalinization takes quite a bit of electrical power plus the big plant with expensive gear you would have to build. This solution already has the process in place, that is the wastewater is already being "cleaned up" at the wastewater treatment plant. So the idea is to mix it with the pure stuff without added energy burden or new facilities. I am not wild about mixing it with the tap water, I think they should just find more uses for recycled water and start laying purple pipes all over the place up to and including people's homes.
