An LA Mystery: 1912

This mysterious shot was found amongst my father's belongings. The marker appears to be concrete, so we can assume he probably didn't find the Titanic, It would be safe to assume this shot was taken somewhere in the Los Angeles Harbor or Catalina, his favorite dive spots.
Coincidentally, the LA Harbor was undergoing improvements in 1912. Businesses like canneries, oil drilling and shipbuilding were growing so quickly that the city decided to dredge and widen the main channel. There was also work being done on the breakwater in 1912, which probably involved cement (Port of Los Angeles). To add to the possibilities, "In 1912 the Southern Pacific Railroad completed its first major wharf at the port. (Wikipedia)"
Calling all sleuths, history buffs, scuba divers, cement contractors and harbor experts - where is the marker for 1912?

Looks a bit like the marker that is found on bridges... but I did'nt think they started with that till the 40's...?...

Oh! I think I know where this is! It is under the Santa Monica Pier. As you are going South on PCH and you take the Ocean off ramp (Moomat Aiko or whatever), you pass right under it. I do it everyday.

I was given a cardboard box from the attic with loose photographs. My dad did not take care of his negatives, and our best guess is that they were lost during one of the big storms that flooded the garage (and tore up the Redondo Pier). From the few proof sheets I found, it looks like he only printed (or kept) a few pictures from each roll he took.
I received a detailed email regarding this post using the dive equipment as a way to establish a timeline. I am going through the other photographs now and trying to match up the equipment.
