Los Angeles Downtown News has put together a 2011 Power List of the city's top players based on a quasi-scientific scenario-based ranking system that goes like this: "Pretend you’re a Downtowner with a modicum of power (though not enough for this roster). One afternoon you’re talking on the phone with, for example, the 18th most powerful person on the list, developer Jim Thomas," notes LA Downtown News.

Then, you get another call.

If that person is less powerful than Thomas, you instruct your diligent assistant to say you’re unavailable. If the caller hits heavier than Thomas, you tell Jim, "I’m really sorry, but I’ve got Person X on the other line. I need to take it.”

From Tim Leiweke to Eli Broad, from Greuel, Garcetti & Griffin to Cedd Moses, and from Frank McCourt to Father Gregory Boyle, here is their 2011 Downtown Power List.
