    A plan to remove nearly 200 trees from Pasadena Unified School District campuses has angered some local residents.

    School district officials say 193 trees across 11 campuses need to be removed to clean up soil contaminated by the Eaton Fire.

    Residents say they were not properly notified about the project, and some are pushing for ways to remediate the soil without taking down so many trees.

    Pasadena resident Paloma Muñiz Ochoa spent eight hours in an oak tree slated for removal at the district’s headquarters.

    “There's been a lot of destruction, and there's no reason to destroy more,” said the 17-year-old as she sat at the base of the tree on Tuesday.

    At another side of the district’s administrative building, certified arborist Sabine Höppner stood guard at the base of two huge sycamore trees, also on the chopping block. She estimated them to be more than 100 years old.

    "These are so important to the whole neighborhood," she said. "They're a hub for birds. Raptors land in them, owls perch in them at night. You can find the owl droppings all throughout here.”

    More than a dozen trees have been removed already, mostly at San Rafael and Washington elementary schools. Opponents of the plan say they want the soil cleaned without the removal of so many trees.

    “We in Altadena lost so much of our tree canopy to the Eaton Fire that the idea of taking additional trees away, especially mature trees, is just so hard to think about,” said Ariane Vielmetter, who lost her home in the Eaton Fire.

    Her son lost his school and now attends a PUSD elementary school, though not one of the ones affected by the tree removal plan.

    Officials, however, say they’ve exhausted all other options.

    “After months of consultation with [the state’s Department of Toxic Substances Control], PUSD determined that removing the selected trees is the safest and most appropriate course of action for schools to complete remediation and reopen as quickly as possible,” the district wrote in a statement.

    PUSD’s superintendent and the Department of Toxic Substances Control declined to be interviewed for this story.

    How we got here

    Just a few weeks after the fires started, PUSD entered into a “voluntary cleanup agreement” with the Department of Toxic Substances Control, or DTSC, to address potential contamination at 15 campuses. The state agency oversees removal of such contaminants at places like schools.

    Pasadena Unified then hired environmental consulting firm Verdantas to test soil at those campuses.

    Last May, the school district released the results of those soil tests, which found elevated levels of toxic metals, primarily lead, at 13 campuses.

    The district said in a statement Monday that over the last year, it has “met extensively with the DTSC” to address the contamination.

    “These detailed discussions encompassed review of the types of toxins identified, and site-by-site and test by test assessments were performed to evaluate various soil removal approaches,” the district wrote.

    At a Pasadena City Council meeting Monday, several councilmembers and Mayor Victor Gordo said they planned to look into what the city’s role may be in approving the removal of certain protected trees.

    “As far as the trees go, if there's anything that the city can do to stop this process until we have a better understanding, if they need to come through us for approval,” Councilmember Tyron Hampton said.

    Pasadena Unified’s goal is to clean up the remaining campuses before students return from summer break. The estimated cost is about $6.6 million.

    What’s next 

    Some residents and tree advocates are urging the school district to consider other ways to remediate their campuses, without cutting down so many trees. That can include phytoremediation, which uses plants to clean up toxins in the soil.

    Chris Shogren, an environmental horticulture advisor with the University of California cooperative extension, said such natural remediation strategies can be effective, but are more complex to design and can take months to years to complete.

    “Remediation is just a really tough task,” Shogren said. “If you want something immediate, you really do just have to come in, remove the soil and replace it. Everything else is going to take time for it to actually work.”

    Timing is short. The district said it’s required by the DTSC to carry out the bulk of the removal and remediation when students aren’t on campus “for safety reasons,” wrote the district’s Superintendent Elizabeth Blanco and facilities director Michael Dunning in a recent statement.

    Shogren said that some trees currently slated for removal may be able to be saved — for example, there’s less risk of toxic exposure if they’re emerging from concrete rather than bare soil — but that ultimately it depends on testing.

    “It really should be based on the soil reports, so you’re going highest exposure risk to lowest exposure risk,” he said.

    The removal of so many trees would be “unfortunate,” Shogren said, but he hopes that what comes next can better serve future generations of children and wildlife.

    “We’re going to have to rebuild and redo things at some point,” he said, “and the sooner we start, the sooner those trees are going to start maturing and providing all those benefits that we want from them.”

    Santa Ana Unified School District high schools are serving up more meals made from scratch that are well-balanced and familiar.

    Nutrition services workers file into the kitchen at Valley High School in Santa Ana from as early as 6 a.m. to start prepping for the breakfast and lunch hours.

    For the last five years, the Santa Ana Unified School District initiated a scratch-cooking program, meaning the kitchens have pivoted from majority individually wrapped lunches to homestyle cooked dishes.

    As the program rolls out, the menu has evolved. This school year, Santa Ana Unified high school students are served chilaquiles, birria, carnitas, fettuccine alfredo, and so much more.

    “We try to focus initially on the demographic of our community, and we want to give them items that they have heard of or are familiar with, at least to start out,” said Jonathan Park, chef at Santa Ana Unified School District. “That way we can really see whether the scratch cooking is working.”

    Park works with nutrition specialists on building out a well-balanced menu each month and gives each school detailed instructions on rolling out those meals.

    “A lot of the time our staff isn't used to that type of cooking,” Park said. “Cooking now has really been part of their job. Every day they're prepping something, or they're cooking something from a raw state.”

    Why it matters

    Valley High School serves more than 1,000 students a day at lunchtime, Visoso said. With youth homelessness and hunger on the rise in Orange County and beyond, Visoso said she wants to make sure students are eating well, but also that they’re eating enough.

    Students who don’t want a meal are encouraged to take one anyway and leave it at the share station for someone else to pick up. Food is very rarely left at those share stations, she added.

    Josh Goddard, director of nutrition services for the Santa Ana Unified School District, said funding for school nutrition is generally limited.

    “We get about $6 per lunch. We get about $4 per breakfast,” Goddard said. “That's got to cover everything from the food that goes into the plate to the people that put that plate together, and then all the other little miscellaneous things that are needed to get the food where it needs to go.”

    And the scratch-cooking program is not where he wants it to be, yet, he added.

    “We're not going to be satisfied until every single student feels proud of what they pick up; they feel like they're seen on the menus. They feel like their voices matter. Every single student needs to feel that way,” Goddard said. “We have a lot of work to do, and gratefully, the Santa Ana Unified School District has prioritized that, and will continue to do that.”

    How it works 

    Designing the menu means trying to give kids what they want to eat with dishes or ingredients they're familiar with, but also incorporating new foods. Each menu includes 20 food options for breakfast and lunch.

    “We're able to give them something different, and from there we keep trial and error. We constantly just improve the menu as we go,” Park said. “It's constantly just building off of what the kids like.”

    When a new lunch menu drops, Cafeteria Supervisor Janet Visoso told LAist she studies it meticulously.

    “I tend to print everything, read it to myself, reread it, rewrite it. That's just the way I learn,” Visoso said. “I don't get bored of my job. I'm excited, and I take it as a challenge.”

    Visoso said when she started in nutrition services 12 years ago, the district offered a lot of individually wrapped items.

    “Most of the stuff was hot dogs, pizza, hamburgers, and we all love that, but to get scratch cooking and why it counts more is because we feed them a labor of love, and they are actually enjoying what they're eating,” she said.

    What do students think? 

    The quality and health of the school lunches has improved, Alfonso Guttierez, a senior at Valley High, told LAist.

    “Honestly, the previous year was different, and it’s been a big difference,” Guittierez added. “I like it very much.”

    Edith Marin, a senior at Valley High School, said she feels extra appreciative of school lunches knowing that staff worked hard to cook them from scratch. For her and her group of friends, birria ramen was a big hit even with Southern California’s heat wave.

    “Food cooked hot is just better,” Marin said. “Not all refrigerated food is as healthy, I think.”

    Officials said it’s sometimes surprising what the students do and don’t enjoy. For example, when fish tacos and chile verde were added to the menu, staff thought they’d be instant hits — they weren’t.

    “We had raw fish filets that we battered and we oven-fried until crispy. We had the slaw. We had the pico de gallo on the tortilla, and we thought that would be a hit,” Park said. “It didn't go so well.”

    If you’re heading to Big Bear Lake to beat the heat — keep people and pets out of the water.

    Officials have confirmed harmful algal blooms throughout the lake that are showing up as discolored water with a green sheen, scum and floating algae.

    The blooms can produce potent toxins that could cause you and your furry friends to get sick.

    Marisa Van Dyke, a senior environmental scientist with the State Water Resources Control Board, told LAist these conditions in California’s lakes and streams are primarily caused by tiny bacteria that grow into big, flower patch-like blooms.

    “When you inadvertently swallow some of that water, it can contain those toxins,” she said. “It can be quite severe and cause you to need to have some hospitalization or even visit an animal veterinarian to get treatment."

    What you need to know

    People are being urged to avoid swimming, eating shellfish from the lake and drinking or cooking the water. Officials said boiling or filtering the water won't make it safe.

    For anglers on the lake, Van Dyke recommends rinsing the fish off before handling and only eating the filets.

    Dogs and children are especially vulnerable to exposure because they’re more likely to swallow water while playing and swimming, according to the State Water Resources Control Board.

    Do not let pets in Big Bear Lake or near scum along the shore.

    “If [the water] looks a little bit more green … and there's a little bit more growth of something that looks kind of like a plant but not quite, there might be a harmful algal bloom occurring,” Van Dyke said. “So keep an eye on children and pets so that they don't get in contact with that material.”

    If you do have to dip your toes in, rinse yourself, your family and your furry friends with clean water after. Van Dyke also recommends drying off and changing into a pair of clothes as an extra precautionary measure.

    What to watch for

    If you come into contact with harmful algal blooms and start showing symptoms such as eye irritation, rash, headache and vomiting — contact your doctor right away. It could also cause neurological effects, Van Dyke noted.

    For dogs, the symptoms can include loss of energy and appetite, diarrhea, seizures and vomiting. You should reach out to a vet immediately if they start showing any signs.

    People are asked to report any potentially related illness to state officials here.

    Where is it safe to swim

    Warning signs have been posted around Big Bear Lake, but when in doubt, stay out.

    It’s prime time for harmful algal blooms in California. They’re most common between late May through October, although they can pop up year round, according to officials.

    Van Dyke said research has shown that in the last decade, harmful algal blooms have been showing up more in lakes and reservoirs.

    “There's many things that are driving that, including climate change,” she said. “So it's not just the warmer temperatures, but also less precipitation.”

    California has a harmful algal bloom map that shows if any outbreaks have been reported in the area.

    Nearly a year after Los Angeles officials approved $2.3 million to build a fence around MacArthur Park, several basic details remain unclear, including the fence’s final design or how it will change the neighborhood.

    Those questions have become more pressing after the Los Angeles Cultural Heritage Commission unanimously opposed the project in July, raising concerns about the enclosure of a park that has been a city Historic-Cultural Monument for more than 50 years.

    The Department of Recreation and Parks was expected to provide an update at the MacArthur Park Neighborhood Council’s July meeting but did not attend. The department also did not respond requests for comment about the project or the Cultural Heritage Commission’s concerns. 

    Here’s what we know so far:

    Commissioners approved concept last fall

    The Board of Recreation and Park Commissioners gave conceptual approval to the perimeter fencing project in October, earmarking $2.3 million for the project. 

    The initial proposal called for green wrought-iron fence around both sides of MacArthur Park, with gates at eight existing entry and exit points. The department said fencing the space would allow the city better access to manage the park and oversee the property when it’s closed.

    City officials said the project’s final estimated cost was unknown, as was the timing for bidding and construction.

    In the last several months, the city provided a more specific timeline. Recreation and Parks General Manager Jimmy Kim told residents that installation of an approximately 8-foot-tall green metal fence was expected to begin this fall and winter, followed by artistic and decorative additions through spring 2027. He said at a June community meeting that residents would have an opportunity to weigh in on those elements.

    Kim also said the fence was not intended to remain indefinitely.

    “As we stabilize the community and the neighborhood, it’s meant to also come off,” Kim said.

    The city has not publicly identified a date for its removal.

    Preservation commissioners oppose the current plan

    MacArthur Park was designated as Historic-Cultural Monument No. 100 more than five decades ago.

    The city’s original project report to enclose the park acknowledged that the fence could affect cultural resources and the park’s historic character.

    On July 16, Recreation and Parks staff and a consultant from Tetra Tech presented the project to the Cultural Heritage Commission, and a month later, the commission officially opposed the project in an Aug. 17 letter to the Recreation and Park Commission.

    “While the Commission is sympathetic to the Department of Recreation and Parks’ operational challenges and safety concerns, the Commission is apprehensive about the concept of closing off a civic monument to the public,” commission President Barry Milofsky wrote.

    The letter also questioned what commissioners described as the fence’s “apparent permanency” and said the proposed height ranged from 8 to 11 feet in different sections.

    The Cultural Heritage Commission urged Recreation and Parks to explore other options. If the city ultimately decides a physical barrier is necessary, commissioners suggested a lower and more temporary fence, pointing to the chain-link fencing installed around Echo Park in 2021 and removed two years later.

    The commission also asked Recreation and Parks to return with a revised design or alternate proposal and said the project should be reviewed by the Cultural Affairs Commission.

    Richard Barron, who served on the Cultural Heritage Commission for 22 years before leaving the dais this summer, said Recreation and Parks came to the commission later in the process than he would normally expect for a project affecting a historic monument.

    “Recs and Park kind of just came in and said, ‘We’re gonna put up a fence and here’s what it looks like,’” Barron told The LA Local. “And it was like, ‘What? Come on.’”

    Barron said the commission has limited authority over projects carried out by other city departments, despite its role in reviewing changes involving historic monuments.

    The Department of Recreation and Parks have not responded to the Cultural Heritage Commission’s letter.

    What remains unclear

    Recreation and Parks has not publicly clarified whether the design has changed since the Cultural Heritage Commission raised its objections.

    It is also unclear whether the final fence will be approximately 8 feet tall throughout the park or reach as high as 11 feet in some areas, as commissioners were told in July.

    And while city officials have described the fence as temporary, they have not identified an expected removal date or explained what would have to happen before it comes down.

    Community involvement remains another question.

    The MacArthur Park Neighborhood Council formally called for more transparency and input in March, asking to review design concepts before final plans were approved. The neighborhood council said its members had not been included in the city’s discussions when the project was approved in October.

    An NPR investigation found that people in the U.S. are dying from heat much more often than official counts show. We explore the reasons why — and how lives can be saved.

    The backstory: NPR partnered with Boston University to find the total number of deaths influenced by heat every year in the United States. The investigation took two years and involved building a statistical model that assessed nearly every county in the country. The full analysis will soon be published in a scientific journal.

    How big is the undercount? The scale of the undercount is significant. The primary keeper of cause-of-death records in the U.S. is the Centers for Disease Control and Prevention (CDC). It keeps an annual tally of heat-related deaths in the U.S., which is compiled from state reports based on whether heat is noted on individual death records. From 2004 to 2018, the national number of heat-related deaths compiled by the CDC was low: on average, around 700 a year. The number has crept up in recent years, averaging around 1,700 but sometimes topping 2,000, as heat risks grow and counting strategies evolve. But even that number is an underestimate, according to NPR and BU's analysis.

    Thousands of Americans die every year from a chronically underreported cause: heat.

    As summer heat intensifies because of human-driven climate change, the United States' official tally of heat-related deaths does not come close to capturing the full human toll. The data feeding into nationwide death counts is collected inconsistently and rarely thoroughly.

    The result is a vast undercount of the number of people who die because of heat. And experts say failing to recognize and address this may cost more people their lives.

    So NPR set out to create a more comprehensive national count.

    We partnered with Boston University to find the total number of deaths influenced by heat every year in the United States. The investigation took two years and involved building a statistical model that assessed nearly every county in the country. The full analysis will soon be published in a scientific journal.

    An accurate assessment of the true scope — as well as understanding who is affected, where and why — is critical for developing lifesaving solutions, says Quinn Adams, a research scientist at Boston University's Center for Climate and Health and the lead partner in the joint NPR-BU investigation.

    Beyond the statistical assessment, NPR set out to find people whose deaths slipped through the cracks — those who might not have died if heat hadn't pushed them beyond their breaking point — to understand exactly how heat could be missed as a factor. We will be bringing you their stories in the coming days.

    But first, here are three key takeaways from our research — and why it matters.

    How big is the undercount?

    The scale of the undercount is significant.

    The primary keeper of cause-of-death records in the U.S. is the Centers for Disease Control and Prevention (CDC). It keeps an annual tally of heat-related deaths in the U.S., which is compiled from state reports based on whether heat is noted on individual death records.

    From 2004 to 2018, the national number of heat-related deaths compiled by the CDC was low: on average, around 700 a year. The number has crept up in recent years, averaging around 1,700 but sometimes topping 2,000, as heat risks grow and counting strategies evolve.


    But even that number is an underestimate, according to NPR and BU's analysis. On average between 2018 and 2025, we estimate that some 9,000 deaths each year in the country are impacted by heat — a factor of five higher than the official average over that same period.

    Some years, heat-related deaths can top 10,000.

    The true figure could be even higher, says Adams, because of some limitations in the data and the conservative nature of our analysis.

    The dangers from heat are growing every year because of human-caused climate change. The heat wave season has extended by a month and a half since the 1960s. In 50 of the country's biggest cities, the number of heat waves has doubled since the 1980s. Heat domes that settle over the country regularly expose tens of millions of Americans — sometimes well over 100 million at a time — to dangerous heat.

    "The frequency and the duration of these heat events has been expanding very rapidly," says Adams. "That's what we can expect moving forward into the next few decades: having more heat waves, and having them last longer, and having them be more intense such that people don't get the escape from the heat that they need to physiologically reset."

    The reasons for the undercount are complex. But a crucial issue, says doctor and researcher Sameed Khatana of the University of Pennsylvania's Perelman School of Medicine, is that heat's role in a death is often masked by other more obvious causes of death, like a heart attack.

    "Heat is what people often call the silent killer, compared to things like hurricanes and typhoons," says Khatana.

    Heat, he says, can often be the trigger that pushes someone's health condition — like cardiovascular disease — from manageable to fatal. "The heart starts beating faster and harder," he explains, to shunt blood to the skin to cool the body. And eventually, if someone's heart is already weak, it may not be able "to keep up with the demand that was required of it," he says. That can lead to something like a heart attack.

    But often, Khatana says, because heat leaves no obvious mark behind for doctors or coroners to examine, the cause of death gets marked down only as a heart attack. Heat isn't noted on the death certificate, and therefore it is not included in the tallies reported to the municipality, the state and eventually the federal recordkeepers.

    Such omissions are understandable, Khatana says. But repeated thousands of times, in all parts of the country, they create a blind spot that obscures the scale of heat's danger.

    National risks — even in unexpected places

    The NPR and BU investigation found that heat is killing people in nearly every corner of the country.

    Our analysis finds that Florida and Texas have the most heat-related deaths overall. That is in part due to their large populations. But those states remain among the most impacted even when adjusted for their size.

    But the losses are not limited to states historically considered hot.

    Our model finds that more than 100 people die from heat-related causes in Michigan every year, 10 times the official reported numbers. In Massachusetts, official records say only about 5 people die from heat each year, but our estimate suggests that number could be more than 60.

    And in Florida, the difference is even more dramatic: We estimate more than 1,900 deaths each year, about 40 times as many as reported.

    Heat can be particularly dangerous for people who are not already used to it. And in many parts of the country that were not historically hot, infrastructure to keep cool is less common. Nearly all homes in Alabama have some form of air conditioning, for example. But in Washington state, only 53% of homes do. In Maine, 70% do. Yet the risks of heat exist, and are growing, in those states as well as those where it is a more entrenched problem.

    Counts are getting more accurate — but not everywhere

    The official national counts from the CDC have trended upward in recent years, rising from an average of roughly 700 between 2004 and 2018 to about 1,700 between 2018 and 2025.

    That increase is due in large part to two things: Heat is simply getting worse, according to the most recent National Climate Assessment, and also there is better counting of heat-related deaths in some parts of the country.

    Arizona's Maricopa County — home to Phoenix — has developed sophisticated protocols for sussing out the subtle influences of heat on people's deaths. Maricopa County trains "death investigators" to look for signs of heat stress, such as asking about the state of the deceased's air conditioning system, their ability to pay electric bills to run ACs, their use of medications that increase heat sensitivity, and more.

    But Maricopa County is something of an outlier. In contrast, the counties home to Los Angeles and Houston report very few heat-related deaths. Yet our model finds hundreds of people likely die in each of those counties because of heat each year.

    Los Angeles recognizes the problem, says Nichole Quick, the chief science officer at the Los Angeles County Department of Public Health. The county's official numbers "are vast undercounts," Quick says. "The true impact of this is higher than I think a lot of the numbers show."

    But solving the counting problem isn't simple. It took Maricopa County years to fine-tune its strategies for more accurately assessing heat's impact on deaths. And many doctors who certify deaths in emergency rooms and hospitals, or for patients who die at home, don't have protocols for confidently identifying heat impacts, says Khatana.

    Until such issues are addressed, says Adams, the undercount will remain, and heat's true toll will remain obscured — making it harder for policymakers, planners and families to understand the urgency to protect themselves.

    "Most people do not see themselves as vulnerable to heat. They're like, 'Oh, that's someone else. It's not me,'" says Adams. But the data is clear: Heat can take anyone, anywhere in the country. "But then, you know, push comes to shove and it actually is you."

    Data sources and methodology

    Mortality data
    We analyzed weekly all-cause mortality from 2018 through 2025 for 530 U.S. counties with populations of at least 50,000. These counties represented approximately 73% of the U.S. population in 2024. We excluded data from 2020 because the COVID-19 pandemic substantially disrupted typical patterns of mortality and health care. For comparison, we also queried the Centers for Disease Control and Prevention's WONDER database to compile death data for which "heat exposure" was listed as a primary or contributing cause on the official death record.

    Temperature data
    We obtained temperature estimates from ERA5-Land, a global weather dataset produced by the European Centre for Medium-Range Weather Forecasts that combines observations with a weather model to estimate conditions across areas without monitoring stations. For each county and week, we calculated a population-weighted average of daily maximum temperature, giving greater weight to temperatures in more heavily populated areas. Because the same temperature may have different health effects in different parts of the U.S., we additionally ranked temperatures relative to each county's usual climate, allowing us to consider local differences in acclimatization.

    Heat-related mortality estimates
    We used space-time stratified case-crossover methods to estimate how unusually hot weeks affected deaths in each county during the same week and the following week. We allowed the effect of temperature to be nonlinear, meaning that mortality could rise more sharply at very high temperatures. We then combined county-level estimates within each state to identify the temperature associated with the lowest mortality, commonly referred to as the minimum mortality temperature (MMT). State-level MMT estimates were used because sparse weekly mortality counts in some counties made county-specific estimation of the MMT unreliable. This approach improved statistical reliability while still allowing regional differences in climate and heat adaptation to be reflected. County-level attributable mortality estimates were extrapolated to the full population of the contiguous United States by applying the estimated attributable mortality rate from the included counties to the total contiguous United States population. We defined heat-attributable deaths as deaths associated with temperatures above the state-specific minimum mortality temperature. We conducted all analyses using the open-source cityClimateHealth R package.
