The backlog of disability claims at the Department of Veterans Affairs is a national problem, but it's particularly severe in areas with large numbers of veterans, like Southern California.

The backlog of disability claims at the Department of Veterans Affairs is a national problem, but it's particularly severe in areas with large numbers of veterans, like Southern California.
