As happens every time any city looks to increase the base of pay, a lot of business groups in L.A. are upset by this proposal - especially restaurants.

The Los Angeles City Council voted Tuesday for a draft ordinance that would establish the city's first minimum wage, gradually raising it over time to hit $15 an hour in five years.
