GAO Finds Signing Statements Influenced Law

A Government Accountability Office report released this week criticizes the way President Bush uses signing statements, saying he is ignoring parts of some bills he sends to Congress.
The signing statements are a set of instructions to agencies about how to implement the law.
Democrats say the report is evidence that the president is ignoring the will of Congress and overstepping its Constitutional authority.
