Prop 86 Would Hike Cigarette Tax to Fund Health Programs
Proposition 86 supporters say the measure to hike the sales tax on cigarettes would reduce smoking rates and health care costs but Proposition 86 opponents say the proposition would be a boon for hospitals and HMOs.
