The shutdown is over and the federal government is open, but not everything is back to normal.
For the artists and programs around California who depend on grants from organizations like California Humanities – which in turn, depends on federal money – a reopened National Endowment for the Humanities doesn't necessarily mean the funds are flowing back to them just yet.
