Firefighters found two residential units had sustained "significant" damage, as well as minor damage to other nearby units, the department said.
There were four victims that sustained varying degrees of injuries. They were treated at the scene and then transported to a hospital. Their conditions were not immediately known.
Streets around the building were closed Sunday as a hazardous materials team tested for possible natural gas.
