Governor Arnold Schwarzenegger signed more than a dozen environmental bills on Thursday that will, among other things, extend smog checks, limit fishing, crack down on cruise ship pollution, create a conservancy to protect the Sierra and allow hybrid cars to drive on the HOV lanes.
