In his speech before the joint session of Congress Thursday, Ayad Allawi, Iraq’s Interim Prime Minister offered thanks to America for its support and sacrifice and declared that his country is moving successfully past the war that ousted Saddam Hussein. He also vowed that elections will take place next year as scheduled. Larry Mantle gets reaction to the speech from Congressman Xavier Becerra, David Menefee-Libey, professor of politics at Pomona College, Alfred Balitzer, professor of government at Claremont Graduate University.

California Puc (Public Utilities Commission) To Decide On How Much Sbc Can Charge Competitors To Lease Parts Of Its Network

The California PUC is set to decide today how much SBC Communications can charge its competitors, like AT&T and MCI, to use its unbundled network elements platform, or UNE-P. SBC says that its rates are lower than any state except Wisconsin. Consumer advocates worry that rates for basic phone service will rise significantly. And SBC’s competitors do not want their rental rates to increase. Larry speaks with voices on many sides of the issue, as the PUC meets to decide what they will do. Guests include John Britton, Director of Corporate Communications for SBC Communications, Regina Costa, Telecommunications Research Director for TURN, and Sarah DeYoung, Executive Director of CALTEL.

Since the end of the cold war, assorted pundits have bemoaned America’s supposed lack of a strategy for a drastically altered world order. Gary Hart, in his book The Fourth Power: A Grand Strategy for the United States in the 21st Century, attempts to rectify this by providing an outline for a new grand strategy. Central to this strategy is the power of American ideals, what Hart calls “the fourth power.” Hart argues that democratic principles, such as constitutional liberties and representative government, constitute a resource that may prove as important to national security and the national interest in this dangerous new century as traditional military, economic and political might.
