The Bush administration has reached an agreement with GOP senators on the treatment of terror-war detainees. The deal, if passed next week by Congress as planned, would end an difficult two-week stretch of headlines on GOP infighting. Although the compromise bill between Bush and the GOP senators will ban the most debated CIA interrogation tactics, such as water boarding and mock executions, it permits Bush the legal protections he wanted to sustain the operations of a secret CIA interrogation program. In short, the compromise bill gives Bush the latitude to use interrogation tactics going beyond legal limits set for the U.S. military.
