Bills That Target Homeowner Associations

Homeowners are rebelling against Homeowner Association rules. At least eight million Californians live in communities that are run by Homeowner Associations, whose rules can be restrictive and unyielding. The inevitable conflicts between homeowners and tenants have become well-publicized in recent years. Think of the tenant who wanted to fly a United Nations flag to protest the war in Iraq, or the homeowner who was fined $100 by the HOA for feeding stray cats. On the one hand, some homeowners feel that their Associations are out to get them; on the other hand, people who live in planned communities insist that they need a governing body. How accountable should HOAs be? Should they function more like mini-governments, with transparent accounts? What limits should there be on HOAs? Several bills pending in Sacramento would place limits on Homeowner Associations. Host Larry Mantle speaks with Marjorie Murray, Chief Legislative Advocate/CID Housing, Congress of California Seniors, Karen Conlon, President of California Association of Community Managers, and Arnold McMahon, co-founder of the American Homeowners Resource Center.

Illegal Immigrants Get California Drivers Licenses

The California Assembly passed a bill (SB 60) on Tuesday that would allow illegal immigrants to get California driver's licenses, without providing proof of residency or a social security number. Joining host Larry Mantle to discuss the controversial issue is immigration attorney Meredith Brown, and Ira Melman, Media Director of FAIR, the Federation of American Immigration Reform.
