Special Election Preview
With the special election only two weeks away, the campaigns for the ballots measures are heating up. Guest-host John Rabe talks with KPCC’s political reporter Tamara Keith and Mark Barabak of the LA Times about strategies and tactics in the campaigns.
Proposition 77 - Amending the Redistricting Process
John Rabe discusses Proposition 77 with a proponent and an opponent of the measure which will appear on the November 8 special election ballot. Currently the California Constitution requires the Legislature to adjust the boundaries of each district after every the federal census. Prop. 77 would amend California’s constitution to change the process for reapportioning the state’s Senate, Assembly, Congressional and Board of Equalization districts. The initiative would require a panel of three retired judges, selected by legislative leaders, to create a new redistricting plan to be ready by the next primary election and for the general elections that follow the measure’s approval and then following each federal census. In developing this plan the panel must consider public and legislative comments.
Proposition 80
Guest host, John Rabe, will try to crack open this complicated proposal for changes in how California meets its growing energy demands. Prop. 80 will appear on this Nov. 8 special election ballot. Its backer’s say it would end California's failed experiment with deregulation once and for all, while opponents say that it would needlessly constrain regulators. One thing both sides can agree on: it’s the most arcane item on the ballot. John talks to experts on both sides of this complicated but important Proposition.

John Rabe talks with Iraqi born Zainab Salbi, founder and President of Women to Women International, an organization devoted to helping female survivors of war. Salbi was the daughter of Saddam Hussein’s personal pilot. John talks with Salbi about her new book, Between Two Worlds. In it Salbi describes her life from rebellious teenager, to violated wife, to a public figure fighting to overcome the skill that once kept her alive: silence.
