Larry Mantle moderates a debate on Proposition 76, which places new limits on state spending, grants the Governor new spending authority, changes key provisions of the State Constitution related to school spending, and requires repayment of local government mandates. Led by Senator John McCain of Arizona, a group of Republicans has passed amendments imposing restrictions on the detention, interrogation and prosecution of prisoners. The amendments were tacked onto the $440 billion military spending bill, which the White House has threatened to veto.
