State lawyers in Atty. Gen. Bill Lockyer's office startled a federal judge Monday when they abruptly changed position and said Prop. 83 bars all sex offenders from moving within 2,000 feet of a park or school. District Judge Jeffrey White noted that the state had filed papers less than two weeks ago saying the law did not cover those who had served their time and were off parole. Proposition 83 was passed by 70 percent of the state's voters on Nov 7. Larry Mantle and guests talk about what may be a new interpretation of the scope of Prop. 83.
