For all the talk about eliminating earmarks in Congress, they just don't seem to go away. Yesterday, the Senate voted to leave earmarks in the $410 billion spending bill that will fund federal agencies through September. Who's to blame for earmarks? Larry Mantle takes listener calls.

Overseas Tax Shelters

The IRS and the Obama administration are trying to obtain the names of as many as 52,000 Americans from the Swiss bank, UBS, to investigate them for tax evasion. UBS says that its account information is protected by Swiss secrecy laws, and that giving up names would land its executives in jail. The federal government is undeterred, however, and legislation is underway to close loopholes in tax laws that encourage the use of these tax shelters. Is this the end of the tax haven? Larry talks with Carrick Mollenkamp of the Wall Street Journal, and Jim Hines of U.C. Berkeley.
