The Southern California ACLU recently asked a U.S. District Court judge to extend the 2003 injunction limiting the LAPD's power to stop or search skid row residents. In a press release, the ACLU said that "the heightened police presence and heightened enforcement last fall (has)led to renewed (civil rights) violations."

Why do we use military force to address political problems? And why do we win military battles but often fail to solve the problems that caused them? Retired British General and former NATO Commander Sir Rupert Smith believes that bold, American military maneuvers we call "overwhelming force" and "shock and awe" are failing, because we do not understand the enemy. Larry talks with the General about the changing nature of modern warfare. General Smith's book is called, The Utility of Force: The Art of War in the Modern World (Knopf).
