Later this week the 9th Circuit Court of Appeals will hear arguments on English-only initiative petitions that have thrown into doubt a handful of California's ballot issues. Larry and his guests discuss whether petitions circulated for signatures to qualify initiatives and referendums for the ballot must be translated for voters who speak another language.

The Federal Government Requires Proof Of Citizenship For MediCare Coverage

A new Medicaid requirement designed to prevent illegal immigrants from getting government-funded health care is scheduled to take effect July 1. The controversial federal law would require tens of millions of low-income Americans to show proof of citizenship in order to receive benefits. County and state health officials say that most Medi-Cal recipients are citizens and eligible for benefits but worry that many might lack birth certificates, passports or other documents needed to prove citizenship. Enforcement in California may be delayed due to concerns that citizens without identification could be prevented from getting health care. Larry and guests discuss this latest twist in the ongoing immigration debate.
