Critics of Ronald Reagan say that while he was Governor of California he championed a policy to empty California's mental institutions and treat the mentally ill in community mental health clinics that subsequently were never built. Furthermore these critics claim that Reagan didn't adopt this policy for humanitarian reasons but rather to cut state spending for the mentally ill. Larry Mantle looks at Ronald Reagan's policy on mental health in California and how it has affected the current state services for the mentally ill in this State.
