In the bloodiest day since Israel invaded Gaza over a soldier's capture, troops seized empty Jewish settlements Thursday and pushed toward densely populated towns, killing at least 12 Palestinians. Israel entered the three abandoned settlements overnight as it expanded a week-old incursion into Gaza, carving out a temporary buffer zone to prevent Palestinian militants from firing rockets into southern Israel. The invasion was Israel's largest operation in Gaza since withdrawing from the coastal territory less than a year ago. Prison Health Care 'Disgraceful'

A court-appointed monitor of California's prison medical care system released a damning 37-page report Wednesday, asserting that conditions are even worse than previously thought. Among other findings, the report concludes that the problems extend beyond the California Department of Corrections and Rehabilitation to include state agencies and leadership. Legal Battle Over Navy Sonar Continues

Two summers ago more than 150 disoriented melon-headed whales stranded themselves in Hanalei Bay while the U.S. Navy and its allies used sonar in a nearby war game. An April report by the National Oceanic and Atmospheric Administration said the sound waves may have prompted the deep-water whales to seek refuge in the Bay. This year's Rim of the Pacific exercise is underway, and the use of mid-frequency sonar in the war games was scheduled to begin today, but a federal judge blocked the Navy from using it. The legal action had been requested by the Natural Resources Defense Council, which has been waging a legal battle against the Navy over sonar use for some time.
