Revenue Volatility and the State Budget
Elizabeth Hill, the State Legislature’s budget analyst, recently released a report entitled “Revenue Volatility in California.” The report states that the wide, year-to-year fluctuations in tax revenue are largely responsible for California’s budget crises. Larry Mantle talks with guests about the problem, and possible solutions. Joining him is Brad Williams, economist for the state Legislative Analyst’s office, and co-author of the report “Revenue Volatility in California,” Dan Walters, political columnist for the Sacramento Bee, Rick Keene, State Assembly Vice-Chair of the Assembly Budget Committee, and John Laird, Chair of the Assembly Budget Committee.
