Budget Crisis Versus Prisons
Federal Receiver Clark Kelso is in charge of improving medical care at California's prisons. But this has put him at odds with Sacramento, which has been unable to settle its budget, little on find the $8 billion needed to meet Federal demands for improvement. The latest move: Kelso has ordered 7,000 prisoners transferred to prisons with better medical care. This further stokes the long-running legal battle over California's 33 adult prisons.
