Gov. Schwarzenegger on Monday proposed a 12 billion dollar plan that would require all Californians to obtain medical insurance while helping the poorest to afford it. Issues surrounding this proposal include the shifting of costs between employers, the state, and individuals.

Governor's Global Warming Initiative

Gov. Arnold Schwarzenegger is expected to announce today that he will order a 10 percent cut in motor vehicle emissions of greenhouse gases, mainly carbon dioxide. Such an order would be the first major step in implementing the state's landmark law approved last fall that requires California to reduce greenhouse gas emissions 25 percent by 2020. Greenhouse gases, which trap heat in the atmosphere, are considered a major cause of global warming.

U.S. Attacks Al-Qaeda Suspects In Somalia

Air strikes were carried out in southern Somalia last night in response to the presence of al-Quaeda operatives believed to be among the Islamist militias that fled Mogadishu after being driven out by Ethiopian and Somali forces. The US has long said al-Qaeda suspects linked to the 1998 US embassy bombings in East Africa took refuge in Somalia.

Earthquakes on the southern San Andreas Fault have occurred every 150 years on average but the southernmost segment has not broken in more than 300 years. Earthquake experts and community leaders will mark the 150th anniversary of the last great earthquake on the southern San Andreas Fault, a magnitude 7.9 quake in Fort Tejon. Larry Mantle will talk with seismologist Lucy Jones about the new scientific consensus on the most likely next big earthquake and new loss estimates if the quake happened today.
