Fed Recognizes Fetus as Child

Last week, the Bush administration said it would expand prenatal health care to poor mothers via the Children's Health Insurance Program. The catch? Only children are eligible. In order to secure the funds, the Fed announced that a fetus would be recognized as a "child." The designation irritates many abortion rights advocates, who argue this mandate will role back Roe v. Wade. How justified are their fears? Or is this just an empty concession to the religious right? Larry Mantle speaks with American University professor Jeffrey Reiman about the dynamics behind the debate.
