As of yesterday, U.S. slaughterhouses are banned from turning sick cows in to hamburger meat. This dramatic, and some say long-overdue policy change, is part of a new plan by the Department of Agriculture designed to prevent the transmission of mad cow disease to humans in the United States. Joanne Silberner, Health Policy Correspondent for National Public Radio, joins Patt Morrison to take a look at how much modern, large-scale factory farming practices, like slaughtering "downer" cows, are responsible for the mad cow disease problem.
