Los Angeles Police officials announced yesterday that they had wrapped up over 300 investigations of racial profiling and concluded that none had merit. The announcement had some LAPD critics outraged. But how does one measure racial profiling? Is it possible to know what's going on in the head of a police officer when he opts to question someone?
