City Wants To Eclipse Annual Mooning Tradition

For some here in Southern California, nothing says summer like mooning a passing Amtrak train. At the biggest event in Orange County, parents even hold up babies to moon. But the civic leaders of Laguna Niguel think the tradition has gotten way out of control. The city council hopes its new ban on public drinking and urinating will encourage adult revelers at the 30th Annual Mooning Day in July to keep their pants on.
