Mail-in voting begins in race to replace Congresswoman Jane Harman

Sixteen candidates are vying to replace Congresswoman Jane Harman, who resigned just a couple of months after being re-elected to take a job at a Washington D.C. think tank. L.A. City Councilwoman Janice Hahn has won the backing of the much of the Democratic Party establishment.
Secretary of State Debra Bowen has wide name recognition. High School teacher Marcy Winograd is a darling of the anti-war Democratic left who ran against Harman last time.
While the seat’s reliably Democratic, three Republicans have thrown their hats into the ring. If no one wins a majority of votes, the top two candidates will compete in a runoff under the new “Top Two” primary system approved by voters last year.
