The 911 caller accused of making a false armed robbery report to Pasadena police is an undocumented immigrant who is in the country illegally, according to officials.

Immigration and Customs Enforcement is holding Oscar Carrillo, the man who called Pasadena police to report two black teenagers robbing him at gunpoint. Police say the report may have led to their shooting unarmed black teen Kendrec McDade, one of the alleged robbers. Carrillo is facing potential charges of involuntary manslaughter.

After his arrest, ICE officials found Carrillo had been previously removed from the U.S. to Mexico in April 2006, according to ICE spokesperson Virginia Kice.

"ICE is focused on smart, effective immigration enforcement that prioritizes efforts to identify and remove criminal aliens who pose a public safety risk as well as individuals who exploit our immigration system, such as immigration fugitives and others who have been previously deported and illegally re-entered the United States," ICE said in a statement on the incident.

The Los Angeles District Attorney declined to file charges against Carrillo for the death of McDade Monday. Instead, the D.A. office asked police for information from the investigation.
