Election 2014 propositions: A guide to California's statewide ballot measures

California voters will decide on six statewide ballot measures on November 4.
The proposals include new state oversight of health insurance rates, Indian gaming compacts, doctor drug testing, criminal sentencing, a water bond, and the state’s rainy day fund.
We’ve put together a series of FAQs to help you understand what each one means for the state, who’s behind it and how much money’s being spent to support or defeat it at the polls.
