The Los Angeles City Council has rejected a proposed settlement to an American Civil Liberties Union lawsuit that challenged the way authorities police the homeless in downtown's Skid Row. Council members voted 10-3 after hearing from mostly business owners who were worried the deal would hurt their efforts to revitalize the drug-plagued area.
