In a secret Pentagon report entitled the "Nuclear Posture Review," The Bush Administration has ordered the Pentagon to develop new nuclear weapons and contingency strategies to use against several countries including Iran, Iraq, North Korea, China, Libya, Syria and Russia. Does the U.S. need such a plan, and at what point might it be administered?
