The results are all but in, but the future of Israel's government remains in flux as competing parties vie to form a coalition that can run the country. Moderate Foreign Minister Tzipi Livni and hard-liner Benjamin Netanyahu both claimed victory. Livni's Kadima Party won 28 seats, just one more than Netanyahu's Likud. But with neither party winning a clear majority, neither can govern alone. Who will prevail? And what kind of a coalition is plausible?
