Physicians, labor union officials, advocates for injured workers and even some workers' comp officials are wondering whether the two-year old overhaul of workers' compensation went too far. Claims have declined by 28% but appeals of claim denials are up. At the heart of workers' complaints is the lengthy wait many must endure to get claims appealed.
