California's strict Zero-Emission mandate drives clean auto Technology. In the summer of 2003, the Big Three automakers told Congress that it wasn't possible to meet a 40 miles per gallon standard by 2015. But the Japanese auto manufacture Toyota did it, without government subsidies, with the Prius, a car with a gasoline engine and an electric motor.
