Former Los Angeles Police Chief Daryl F. Gates, who led the department during the city's 1992 riots, has died at age 83. Gates was known for his tough policing tactics and is credited with modernizing the LAPD. He developed the first SWAT team in the nation as well as the anti-drug program DARE. But he also was a polarizing figure, well-liked by rank-and-file members but viewed by some as out-of-touch with the conditions of the city .
