The Dow is below 7,000 for the first time since 1997 amid a bleak outlook. Federal officials have given an additional $30 billion to insurance company A.I.G. with hopes of stabilizing the company. And the number of Americans receiving unemployment benefits is above 5 million for this first time since tracking began in 1967. The woes in international trade are reflected by the drop in cargo traffic, which has dipped at some U.S. seaports by more than a third, and ports are cutting cargo rates to attract new business.
