California Prison Budget Out Of Control

California's prison population has increased by approximately 8% since 2003, but budget spending has exploded by 79% to $8.5 billion. The Department of Corrections and Rehabilitation's budget is expected to hit $10 billion next year, contributing to the state's estimated $14 billion gap.
