The Senate Foreign Relations Committee yesterday voted, 12 to 9, to oppose a troop buildup in Iraq. One Republican senator joined Democrats in voting in favor of the nonbinding resolution. Senate Democrats say they are wary of the administration's anticipated 1.2 billion dollar request for reconstruction in Iraq. How far will Congress go to impede the Bush plan?
