A city task force is advising the LAPD that it risks a crisis like the Rampart corruption scandal seven years ago without major reforms.The panel recommended an outside group investigate future police abuse. It also proposed overhauling the police disciplinary system, and expanding the size and independence of the commission's inspector general office, among other reforms.
