Are California's community colleges failing?

A new report finds that less than 10 precent of California's Community College students actually earn Associate's degrees, and that only 25 percent of students intending to transfer to 4 year colleges end up doing so. This according to a new report released by the Public Policy Institute of California. Larry Mantle talks with study co-author Ria Sengupta, Senator Jack Scott, and Nancy Shulock about the findings and their implications.
