It's a quote from Aristotle and it can be found at the top of the rotunda at the highest floor at city hall:
The City came into being to preserve life, it exists for the good life. No government demands so much from the citizen as democrazy and gives so much back. That government is the strongest of which every man feels himself a part. With written laws, the humblest in the state is sure of equal justic with the great.
